Mantle of Spells is a Dweomerkeeper's class feature.
1. You cannot swap out what spell you choose.
2. You can cast these spells without a spellbook. For example, you can prepare a heightened read magic spell to a level 9 slot and spontaneously convert it to Wish, but it has to be heightened.
3. You can add a spell you have prepared (because by RAW "She chooses one arcane or divine spell that she can cast") even though your spellbook is missing.
4. This is completely utterly and totally worthless to a sorcerer.

False. It is a class feature, so you should be able to retrain it using the rules in Player's Handbook II, assuming your game uses PH2.

2. You can cast these spells without a spellbook. For example, you can prepare a heightened read magic spell to a level 9 slot and spontaneously convert it to Wish, but it has to be heightened.
Correct. Spontaneous casting usually does not require a spellbook. This is no exception.

3. You can add a spell you have prepared (because by RAW "She chooses one arcane or divine spell that she can cast") even though your spellbook is missing.
This seems like sound reasoning to me, although I'd be cautious going down that road, because "spell you can cast" is not a well-defined term. (You can cast spells from scrolls, for example, but most people would probably say that a spell you only have a scroll of wouldn't be a valid choice.)

4. This is completely utterly and totally worthless to a sorcerer.
False. If you have the Arcane Preparation feat, you can convert your prepared Sorcerer spells. It also works for your other spellcasting classes, such as Cleric; most Dweomerkeepers are multiclass spellcasters.
