Does the Alchemists Apprentice (http://www.d20pfsrd.com/traits/regional-traits/alchemists-apprentice) regional trait allow you to add a spell into your formula book without having to pay the normal cost for writing a new spell into your spellbook?

No,

You still have to pay the raw cost of adding a formula to the book, but you don't have to pay the cost to borrow a spellbook, or the time to study. It is just a fast way to learn new spells(extracts).
