so I like to know how much a fancy pair of boots that would grant me +50 to speed or just plain double my Normal base speed would be

all 3.5 books allowed

money to work with is 48000 GP

Sandals of the Vagabond gives you +2 initiative and downgrades exhaustion to fatigue. If you have UMD, you could stack the Horseshoes of Speed on them and get +30 to speed. Also, Boots of Agile Leaping for removal of prone and Anklets of Translocation for 2/day 10' swift action teleport.

Well, Rapid Wrath is in the Ghostwalk book. That's x2 speed for like 8k.

Arms and Equipment Guide has Horned Helm, that's x2 speed for like 36k.

So for 44k you can go x4 speed with these two items.

The reverse-engineered Rapid Wrath enchantment costs +3400 gp.

Talk to your DM about boots of constant Expeditious Retreat for ~16k. Compare them to boots of striding and springing for 5,500. Remember that each +10' increase in your speed gives you a +4 bonus to jump checks, so it's +30' and +12 jump compared to +10' and +9 jump.
