It just says can't use it for material components, nothing about foci.

If the above is true, how to create a tiny bag and candle? Can I do it with one casting? Two castings? Two castings and a craft check? I can make a bag out of some plant like hemp, a wick out of cotton (braided), and wax is plant matter. Does it require three castings?

Bump? No one has an opinion on this?

By the letter of the rules, you could make a focus.

In my opinion, the prohibition on material components would extend to focuses as well. Items created with these two spells aren't permanent, so they wouldn't be appropriate to use as a focus. My thinking is that a spell that requires a focus component uses it because it's a stable object; an anchor for the spell, I suppose. Being conjured items of an inherently temporary nature, the results of creation spells aren't stable enough magically speaking.

Fabricate, on the other hand, would be completely appropriate for creating a focus.
