Is there a comprehensive list of them, for most settings, and maybe relevant third party ones?

I don't know of one specifically for Elves, but taking a look at the List of LA+0 races (http://www.minmaxboards.com/index.php?topic=1281.0) and the LA+1/LA+2 version (http://www.minmaxboards.com/index.php?PHPSESSID=f8m28hucn4a7iqbcgonaurkoa3&topic=342.0) and searching the page for "elf," I get:

Dragon #313 added Ghost Elves, elves who didn't participate in the war between the other elves and the drow, were slaughtered by the drow after the drow lost and then enslaved by devils before escaping to the Ethereal Plane. They have worse constitution than normal elves, glow in the dark and have a few spell-like abilities at higher levels, but speak gibberish that the vast majority of people will not understand.

If we're adding elf-offshoots to the list above, there are also Avariel (winged elves) and Lythari (shifter-elves.)

Since they are outsiders, would Tiefling be the more accurate classification? The majority of tieflings aren't generally considered human, just human-descendants, right?

Monster Compendium: Monsters of Faerūn (a 3rd edition book) has Fey'ri under Planetouched, Tiefling. Since they are outsiders, would Tiefling be the more accurate classification? The majority of tieflings aren't generally considered human, just human-descendants, right?
Races of Faerun is the most recent printing (Monsters of Faerun printed in 2001, Races in 2003) and as such takes precedence over Monsters of Faerun.
