Ok, I just got told by a buddy of mine that I get to play a Warlock 6 and get a decent amount of cash to play with for the starting character.

Invocations:
Baleful Utterance, Call of the Beast, See the Unseen, Fell Flight (renamed to Faerie Flight as he's Fey based)

Skills: Max'd UMD, Bluff, Sense Motive

Strategy: Stay out of reach and hurt things.

The rest of the party is a rogue and a druid (shapeshifter specialist). A fourth party member has yet to be announced but I expect we'll lack healers.

What sort of wands should he get? I am thinking at least one or two CLW wands but what else?

Lesser Vigour, Detect Magic, Resurgence, Grease, and Protection from Evil are all nice 0-level or 1st-level spells to have in a wand. Cheap, too.

Going up the levels, prices rise rapidly. Magic Missile and Orbs are good for a wizard, but useless for you since your Eldritch Blast is as good or better. A wand of Web might be useful as long as you're not fighting on flat plains. Bull's Strength might not be a bad choice to cast on the druid and/or the rogue. Cat's Grace would help with your eldritch blasts.

(hence the Breath of the Night to provide concealment for sneak attacks) Maybe I'm missing something, but:
Sneak Attack

If a rogue can catch an opponent when he is unable to defend himself effectively from her attack, she can strike a vital spot for extra damage.

The rogue’s attack deals extra damage any time her target would be denied a Dexterity bonus to AC (whether the target actually has a Dexterity bonus or not), or when the rogue flanks her target. This extra damage is 1d6 at 1st level, and it increases by 1d6 every two rogue levels thereafter. Should the rogue score a critical hit with a sneak attack, this extra damage is not multiplied.

Ranged attacks can count as sneak attacks only if the target is within 30 feet.

With a sap (blackjack) or an unarmed strike, a rogue can make a sneak attack that deals nonlethal damage instead of lethal damage. She cannot use a weapon that deals lethal damage to deal nonlethal damage in a sneak attack, not even with the usual -4 penalty.

A rogue can sneak attack only living creatures with discernible anatomies—undead, constructs, oozes, plants, and incorporeal creatures lack vital areas to attack. Any creature that is immune to critical hits is not vulnerable to sneak attacks. The rogue must be able to see the target well enough to pick out a vital spot and must be able to reach such a spot. A rogue cannot sneak attack while striking a creature with concealment or striking the limbs of a creature whose vitals are beyond reach. As for your question... Which books can you use?

Crap, forgot about that. That was my toss-away invocation anyway. No problem in changing it.

He said Core + Completes, and any other book requires approval but I would like to keep the wands drawn from just those to make things easier on him.

(psst, Warlocks get at will Detect Magic for free at 2nd level)

Lesser Vigor and Grease sound good. I don't know resurgence and I doubt the GM does either so no point in surprising him.

I was trying to think of some good low-level spells that either do not allow saving throws, require ranged touch attacks (he'll have a high dex), and/or ignore spell resistance.

Armor Lock, from Complete Scoundrel, if you fight a lot of opponents who wear armor.

Yeah, shows how often I play the class. :P This is based on my experience as a wizard/sorcerer.

Resurgence is from the Spell Compendium. It's nice, but you can live without it. Protection from Evil is a good all-round spell to have, and it can be a life-saver if another party member gets charmed or dominated.

Ray of Enfeeblement and/or Ray of Clumsiness (Spell Compendium) are both good no-save ranged touch spells. Enlarge Person is a good low-level buff for a fighter-type. Entangle is nasty and has an effect even on a successful save. Obscuring Mist is no-save, no-SR, and generally useful. Bless is a good low-level party buff. That enough to be going on with?
