Couldn't find that, but how about a Staff of Weather (http://www.archivesofnethys.com/MagicStavesDisplay.aspx?ItemName=Staff%20of%20Weat her)? Doesn't create water but it does have control weather and a couple storm spells that would be very ocean-appropriate.

There's a named Trident in A&EG that has some water-themed abilities. I can't remember the name of it though.

Making your own isn't terribly hard.
Pic a few watery spells. There's bound to be some good ones in stormwrack

Ditto for magic tridents. Pretty sure the MIC and Stormwrack have some choice options

It's pretty weaksauce, but the Trident of Fish Command (http://www.d20srd.org/srd/magicItems/magicWeapons.htm#tridentofFishCommand) exists. It's probably not the WORST item in the 3.5 canon, but it's still hard to imagine someone choosing to spend gold and XP on it under normal circumstances. But it does exist.
