Bloodline levels.
Question can be summarized as 'does Class x 17 / Bloodline 3' count as ECL 20 or ECL 17 for experience requirements?
Tried to google, but a bunch of answers of yes and no from a variety of years.
On a related note. Lay on hands in regards to bloodline levels.

I know that Paladin 2 / Monk of Ilmater 3 ( with lay on hands ACF )counts as 5th level for lay on hands.
So if you have Paladin 2 / Monk of Ilmater 3 ( with lay on hands ACF ) / bloodline 3. Does the lay on hands count as 8th level ( 2 + 3 + 3 ) or 11th level ( ( 2+3) + ( 3+3 ) ) ?

Bloodline levels are very poorly defined.

You'll need to talk to your DM about what they grant, if they're even allowed.

Yes or No.

Ask your DM.

As for LoH, I'd say 8.

Bloodline levels count as levels in every class for purposes of advancing class features that are calculated based on level in that class. So you'd have LoH of a level 20 Paladin with 17 Paladin/3 Bloodline.

Each class gains the benefit of adding the bloodline levels when calculating abilities. A Paladin 2/Broken One Monk 3 would count as a Paladin 4/Monk 5 for the purpose of Lay on Hands.

If a character has levels in two or more classes in addition to his bloodline levels, each class gains the benefit of adding the bloodline levels when calculating abilities.

A 3rd-level monk/3rd-level sorcerer with two bloodline levels would be treated as a 5th-level spellcaster and a 5th-level monk for determining level-based abilities.
