What game are you using (D&D 3.5, D&D 5e, World of Darkness)?

If you're unsure of exactly what to pose as the enemy, you could take the PC, rearrange a few stats and change a few powers, and have it attack as a demon prince or other being of equivalent power in your setting. That puts little work on you in designing an Xth level character. This advice will likely work in any system.

If D&D, I would think some champion of light with Turn Undead of significant power could overwhelm any Turn Resistance. If needed, create a feat they have that lets them halve the Turn Resistance of their targets. For 3.5 in particular, a cleric going into Radiant Servant of Pelor would be a good pick. If you need an evil antagonist... well, maybe make the same thing but refluff it as a Dark Priest of Wee Jas/Nerull and change the Turn Undead-boosting powers to ones that boost Control Undead.

Also, in general, using complete sentences and proper punctuation/spelling will help get better responses.

Demon Lord Traits: Feel free to use any of these! Immunity to energy drain is great, given vampire's level drain on every natural attack. FYI, Demon Lord is traditionally a Demon that rules over a layer of the Abyss (hundreds of them at least). Typically they are CR 26, so hugely powerful, and unique in that they have a theme, or quirk of some kind (not just another Pit Fiend).

If CR 26 is too high, it could be the Lieutenant of a Demon Lord, or a group of weaker Demon Lords that rule a layer of the abyss together (perhaps siblings of a sort? have the vampire fight them in order from youngest to oldest (weakest to strongest)).

•A demon lord’s natural weapons, as well as any weapons it wields, are treated as chaotic, epic, and evil for the purpose of overcoming damage reduction.
•Abyssal Resurrection (Ex) A demon lord rules an Abyssal realm, a vast world that not only serves as its home but provides it with power. If a demon lord is slain, its body rapidly melts into corruption (leaving behind any gear it held or carried), its soul returns to a hidden location within its realm, and it is immediately restored to life (as true resurrection) at that location. Once this occurs, a demon lord can’t use this ability again until a full year has passed. A demon lord realizes it is vulnerable during this time and usually doesn’t risk further battles for the remainder of that year, relying on the defenses of its realm and its legions of minions to protect it. A demon lord that is slain again during this year or is killed by unusual methods (such as by a true deity or an artifact created for this purpose) is slain forever—its remains appearing somewhere deep in the Abyss among other dead demon lords from the ages. A demon lord who does not control a domain does not gain this ability.
•Frightful Presence (Su) A demon lord can activate its frightful presence as a free action as part of any attack, spell-like ability, special attack, or by speaking aloud.
•Immunity to ability damage, ability drain, charm effects, compulsion effects, death effects, energy drain, and petrification.
•Regeneration (Ex) Only epic and good damage, or damage from a creature of equal or greater power (such as an archdevil, deity, demon lord, or protean lord) interrupts a demon lord’s regeneration.
•Resistance to acid 30, cold 30, and fire 30
•Summon Demons (Sp) Three times per day as a swift action, a demon lord can summon any demon or combination of demons whose total combined CR is 20 or lower. This otherwise works like the summon universal monster rule with a 100% chance of success, and counts as a 9th-level spell effect.
•Telepathy 300 feet.

Other suggestions:
Remove Summon Demons and add another ability if you want a more 1v1, toe to toe fight. Perhaps mix Demon Lord with a Construct? That would make for a super unique Demon Lord/Layer of the Abyss. Maybe the Construct Nature means he has no regeneration, but does have spell immunity?

Or take a normal demon and throw on some templates! Let's try... Half Brass Golem?

Or take an otherwise powerful creature/NPC and give it Demonic Traits/Make it a half-fiend (see link above). Maybe a Half Giant Half Fiend with some levels in Blackguard? Or a Dragon with Half Fiend Template? Or some kind of Efreeti/Djinn mixed with fiend blood? Certainly an exciting prospect to a high level PC...maybe this legendary Djinn has special evil wish capabilities?! Sorry, going off the deep end!
