Weapon and Armour Proficiency
Laser scouts of chaos are proficient with the longbow, the shortbow, all simple weapons and the laser cannon, as well as all types of light armour.

Laser (Su)
At first level, a laser scout of chaos obtains from somewhere a giant laser cannon. Irrespective of the laser scout of chaos' size, the laser cannon deals 1d6 damage, plus another 1d6 damage per 3 levels after 1st. Laser cannons require two hands to wield, can only be wielded by laser scouts of chaos, and do not benefit from feats, spells, enhancements, or any clever way you can think of to try and make them deal more damage.

The laser cannon disappears if it leaves the laser scout of chaos' possession, but a new one can be taken out just like drawing a weapon.

Shoot on the Move (Ex)
From second level, a laser scout of chaos can move up to 5 feet as part of a full attack action. This increases by 5 feet per 3 levels after second.

Covering Fire (Ex)
From third level, a creature struck by a laser scout of chaos' ranged weapon attack takes penalties as though their foes all had cover (unless they already had better cover) until the laser scout of chaos' next turn.

Set Ablaze (Ex)
From sixth level, anyone or anything struck by a laser cannon immediately catches on fire if it is in the least bit flammable.

Aether Shot (Su)
From ninth level, the laser scout of chaos can attack immaterial creatures, or even into coexistent planes (or coterminous ones through one of the points of intersection).

Suppression Fire (Ex)
From twelfth level, a creature attacked by a laser scout of chaos' ranged weapon attack takes penalties for cover just like covering fire (except that the attack doesn't have to hit).

Blazing Glory (Ex)
From 15th level, the laser scout of chaos can use the laser as though it were a ranged splash weapon. Any creature struck by the splash catches on fire. Any creature struck directly catches on fire three times and the effects stack. Blazing Glory does not affect allies.

Phasing Shot (Su)
From 18th level, the laser scout of chaos can ignore cover and concealment, even total cover and total concealment, with a laser. In effect, the laser scout of chaos can see and shoot straight through walls.

Laser Master (Ex)
From 20th level, the laser scout of chaos can wield and attack with a laser cannon even when an effect would normally prevent this. For example, it is possible to do so while paralysed, nauseated, or so forth, even though you don't normally have the actions to do so. The laser scout of chaos must still be able to get two hands on the cannon.

For feats not increasing the damage... does that include extra attacks, such as Rapid Shot and Haste?

Also, 1d6 at 1st level for an attack that ISN'T a touch attack seems a bit lack-luster.

Or am I taking this too serious?

They don't actually increase the attack damage, though they may increase the attack action's damage.

Mmm, perhaps, but it has no range penalties and deals untyped damage, so there's that.

Or am I taking this too serious?
Ehh. I'd like my joke to be a well-executed joke.

Would the 'no damage bonus' clause negate whole feats or just damage portion of them like those from point blank shot or ranged weapon mastery?

Just the damage part.
