I found this a while back in Dragon Magazine #342. How does this spell work? Do you fill existing slots with Bard spells? Do you gain temporary, pseudo-spell slots that hold the Bard spells that you chose? What happens if a Divine Bard casts it by adding it to his spell list via the Initiate of Olidammara feat? What happens if someone casts it from a wand? Do the spells added by the Divine Bard and Sage Bard variants added to the "standard" Bard list, due to the fact that spells that they add are in the PHB?

The spell actually explains how it works for a lot of your questions
Your get 3-spell levels' worth of bard spells (from 6 cantrips to 1 third level spell) ti cast; picked when the spell is cast.
The spells are from the standard bard spell list; more exotic spells need either the presence of a willing bard that knows the spell (expends no slots) (one can serve as the bard) or a scroll with the spell (scroll is spent). If cast from wand or scroll it is no different from having a caster do it.
Savage and Divine bards aren't standard bards. They are variant bards

In this case, does more exotic spells also cover expansions to the Bard spell list found outside of the PHB?

The original description specifies that "exotic" is any spell not found in the PHB bard spell list.
