One of my players is buying +Con items with his starting gold, assuming he purchased the items at his current level (12) would he gain retroactive hitpoints? I can't seem to find an official ruling on this, but I'm also not quite desperate enough to run through the DMG cover to cover.

Yes, your hit points change to match your current Constitution score. If a Wraith drains your Con, for example, you also lose hit points from your total.

It's in your Players Handbook, in the chapter about ability scores.

Here the d20srd quote and link (http://www.d20srd.org/srd/theBasics.htm#constitutionCon).

If a character’s Constitution score changes enough to alter his or her Constitution modifier, the character’s hit points also increase or decrease accordingly.

Oh, thank you! I just wasn't sure if +Con items worked differently.

So, something I am going to pass along, a lesson from my very first attempt to DM a 3.5 campaign. Nearly all items that give a +Con are enhancement bonuses that do not stack. There are other bonus types obviously, but they typically are exceptionally expensive, and custom items.
