Is Plane Shift Zendikar Considered Official Material

As per the title: is it official material like the Elemental Evil Player's Supplement, or SCAG; or is it something they made in an unofficial capacity like the Unearthed Arcana items?

Like any new material, it's up to the DM to decide. As far as I'm concerned, it is official in a Zendikar game.

I don't think it will be AL legal if anything.

After the introduction there is even disclaimer :


The game mechanics in this supplement are usable in your
D&D campaign but are not fully tempered by playtests and design
iterations. For these reasons, material in this supplement
is not legal in D&D Organized Play events.

So indeed, not AL legal. And very similar to Unearthed Arcana.
