3.5 ECL 15 NE Artificer With cohort. In need of build Advice

So I plan on Building a NE Artificer for a Evil run campaign.
I plan to Base His personality of Mayuri from the Anime/manga series bleach
I plan to give him a female cohort that he can "tinker" with and upgrade

I'D like Advice on how to spend my points from the point buy. the Buy is 36

and on feats.

Your ability scores and feats will be dependent on the role your artificer will play(melee, buffing, ranged combat, etc). The Unofficial Artificer Player's Guide has a few archetypes, along with the recommended feats and ability scores.
As for the Cohort, I'd make her a half-golem (choose your favorite type) who failed her will save and became a construct. That way she'll also be neutral evil, and you can upgrade her.
