Mutants and Masterminds questions generally seem to go in the 'Older D&D/AD&D and Other Systems Forum'. I'd suggest you'd have more luck if you asked your question there.

Can you explain what you mean a little more precisely? Are you comparing PL to CR in D&D? The two games work differently.

Yeah. The system incompatibilities make it really hard to judge.
