Help! Looking for missing Web Enhancement

I seem to have run into a problem. I'm seeking the Web Enhancement for Stormwrack, the Kopru Ruins. The download link on the 3.5 archive on WotC's site is broken and the Wayback Machine wasn't any help either. Googling it has turned up nothing. Is anyone here able to assist me?
