Is there a magic item in 3.5 that either
a) allows two PCs to share hit points, or
b) allows one PC to take damage for another PC?

b) Ring of Friend Shielding (they come as a pair).

The first is found as ability in certain monsters (legion devil, scouring stanchion), but they can only share with creatures with the same ability.

There's also the Blessing of the Godless feat (It's a Vile feat, so keep that in mind) The first ceremony you learn allows you to create a pool of HP that any of the participants can draw from.

This.

Now, how would DR work with this? Let's say one character has DR 5 and chooses to take damage for the other. Would DR 5 still apply?

The Ring of Friend Shield (http://www.d20srd.org/srd/magicItems/rings.htm#friendShield) casts the spell Shield Other (http://www.d20srd.org/srd/spells/shieldOther.htm) on the other wearer of the ring. The damage transferred over the ring is not subject to damage reduction. Also, they cannot choose to split the damage or not, once the spell is active the damage division is automatically (but the spell can be dismissed).

Example: Characters A and B are wearing the rings and both have DR 5/-. A activates their ring to cast shield other on B.
B gets hit for 21 damage. Their DR takes off 5, so 16 points are remaining. These are split between A and B, and both take 8 damage each. This damage is not further reduced by the DR.

I thought BOVD had something like this as well.

I thought the Armor of the Dread Emperor would do this, but on further inspection, it doesn't actually reduce the damage to the wearer, merely hit those attached to the armor for half the damage on top of what the wearer takes.
