I was re-reading my copy of the PHB again (what, don't look at me like that) and as I was flipping through the feats, I stopped on Dual Wielder and its note about weapons being light.

My question is, normally (without the feat,) do BOTH your weapons have to be light (ie. Short Sword & Scimitar,) or does only your "off-hand" weapon have to be light (ie. Long Sword & Dagger,) to fight without a penalty?

Check out the description of Two Weapon Fighting on P195. If you attack with a light weapon, you can take a bonus action to attack with another light weapon that you hold in your other hand.

If they aren't both light, there is no "penalty" per se, you aren't allowed to attack with the off-hand weapon at all.

They both need to be light. See "Two-Weapon Fighting" on p. 195 of the PHB.

Quick reference:


Two-Weapon Fighting
When you take the Attack action and attack with a light
melee weapon that you’re holding in one hand, you can
use a bonus action to attack with a different light melee
weapon that you’re holding in the other hand.
The feat removes the light requirement.
