If you cast hex on someone then used vicious mockery boes the person have disadvantage on the wisdom save?

What he said. Everything the game involves are either checks, throws, or rolls. All these have a distinct purpose of their own.

Look under "Ability Checks" and there is an entry re Hex. This compendium is a great resource as it a compilation of official rulings on many of the most common rule questions. Definitely worth reading it all.

In addition hex will also NOT add to the damage of vicious mockery since it does not hit and as I recall hex operates on a hit from an attack.
