To illustrate the question, here is an example; Lets say we have three CG clerics, each devoted to a different deity. They all die and go to the same plane given their alignment.

Should they manifest at all differently in any way as Petitioners?
What about when they become Azata?

They go to the same overall plane, but each deity has his or her own domain within that plane. For example, Irori and Abadar both live in Axis (the LN plane), but in different places; Abadar lives in Axis' banking district called Aktun (basically Axis' version of Wall Street), while Irori lives in the city park known as the Serene Circle.

3.5 did this too - Bahamut, Heironeous and Moradin all live in Celestia for instance (being LG), but all three of them aren't on the same layer.

As for petitioners' appearance - IIRC that's dictated primarily based on what they were and where they've gone, rather than who their patron was.

To put it another way; if someone were looking at a petitioner, or an outsider that used to be a petitioner, a knowledge check should be unable to reveal whom they follow (unless they happen to be wearing a holy symbol around their neck), right?

Yeah, I don't see why it would - any more than looking at a random humanoid (not wearing vestments or similar) would tell you who they worship.

It doesn't but there's not reason why it couldn't; since gods control the plane in their domains, one could have the outsiders that form within it, or outsiders that serve them, have traits particular to them. So outsiders that serve the Platinum dragon might have draconic features, or the feathers of their wings are more like scales...
