Can gaining a language through Speak Language allow a creature described as understanding but not speaking a certain language to speak said language?

By RAW? Yes.
But I think most such creatures are mute for physiological reasons, so the sensible answer is no.

Yes. This is the D&D equivalent of Meowth from the Pokémon anime.
Most animals and other low-Intelligence creatures are unable to do this because they only get 1 skill rank per level, and it takes 2 to learn a language.

They have to be able to make the requisite noises, though.
This is why a Druid in wildshape can understand but not speak a language she knows. The animal's mouth just can't make those noises.
So a druid's animal companion can't learn Common by putting two cross-class ranks into Speak Language, for instance.
