A wizard could use spectral hand or his familiar to deliver touch spells. He can use companion fighter to deliver targeted range spells. How can a wizard deliver a ranged area spell? The problem is that the wizard himself is out of range and prefer not to get too close to the fight.

A metamagic rod of Enlarge Spell?

small to medium range, need to cast them from 3000 ft range.

Turn them into War Spells (Dr 309)
Yeah the casting time blows but you'll have the range

Or boost your CL to 29 (for medium range) or 14 (medium range with Enlarge Spell)
Close range is tougher requiring CL 59 with Enlarge Spell

Arcane Archer with a Ballista might be something of use to you

2 Levels of Arcane Archer - yes getting closer is less painful, but still.

StP Erudite can do this - use Soul Crystal to store whatever payload you're trying to deliver and hand it to the fighter/a hireling/a random peasant mail-carrier/a minion/etc and have them go in range with instructions on how to activate it. If you're worried they'll chicken out, just dominate or geas them.

Any chance the spell effect could be turned into a booby-trapped package and you just… mail it to the target? "Do not open till the 4th of Brewfest!"

Probably the simplest. Core, and even explicitly stated in the item description to be a possibility.
