I would probably say its magical since the bow specifically requires "A non-magical arrow". That implies to me that the arrow becomes magical when fired.

Given that it's homebrew, there's not really a straight answer unless you can find whoever homebrewed it and ask them. However, since it's clearly a magical weapon, I'd say it counts as magical.
