Got a quick artificer question: Since miracle can be cast by an Apostle of Peace at 9th level, and therefore at a minimum caster level of 9th, is it possible for a 7th level Artificer(since they receive the free +2 bonus to caster level for item creation) to create one of the various books/tomes/manuals that provides an inherent increase to ability scores (assuming he has the gold/XP to pay the costs and can make the appropriate UMD check DC 29 in this case)

While on the topic, could a 3rd level artificer with 7 or more HD who also had the practiced spellcaster: artificer feat(for a +4 to CL) also be able to create such an item.

RAW, yes. But talk with your DM, because that way lies madness, in the gouged eye of a beholder mage spellthief.

No. Practiced spellcaster has no effect on artificer's effective spellcaster level. It should work for artificer's infusion's caster level though.
