Going to make a Ninja that doesn't breathe, so I need some inhaled poisons, or something that can work as one, like Oruighen drug from LoD. Preferably something non lethal, and around 100 gp.

Did read: "Arsenic & Old Lace: The Poison Handbook".
No Eberron.

Mushroom Powder (100 GP, Book of Vile Darkness p. 43). This is a drug that increases Int/Cha by +2, but if you force an overdose (four exposures within 24 hours), then the target takes 6d6 damage and is paralyzed for 2d4 hours, *no save*.

Use a sprayer (15 GP, A&EG p. 25) for a 5' x 10' area effect (no attack roll), or a mister (150 GP, Drow of the Underdark p. 92) to deliver a poison/drug as a 5' ranged touch attack.

Or consider using a Chaos Flask (100 GP, Planar Handbook p. 75) to create a cloud of Greensickness (4000 GP, Dungeonscape p. 129). 2d6 Str + 1d4 Con damage, DC 33.

I'd also like to do something with Yellow Urchin Extract (800 GP, Stormwrack p. 13), because it nauseates for 1d6 rounds even if your target makes the save, but it looks like it only works underwater.

I'm thinking of a sneaky\"subtle" approach (filling the room with poison), not "mace in yo face", so the mushroom powder could work, but sprayers, or misters are out.
Greensickness is too lethal.
The yellow urchin does open interesting opportunities.

Aboleth mucus
Isn't a poison per-se but does the trick

Dust of Sneezing and Choking

I don't see a way for mucus working in air, without some dispersion device.
Dust is too pricey.
