9th level spells versus ECL

To all of you great forum-ers, I issue the following CHALLENGE: How many ninth level spells of each spell type (Arcane/Divine) can you cast/day at each ECL? Optimize rolls, whatever, but let's not use stat-boosting items. No buying spells (like Last Breath) either. Of course, No Casting Out Of Items (CHEATER!) Unless You Use Artificer, In Which Case Go Ahead. Weirdo.. Explain your builds, please.

My personal favorite is ECL 16, capable of casting ninth level spells as a wizard or a druid. It uses dextercovia's Generalist Domain Wizard trick for the wizard spells, then combines the preexisting Versatile Spellcaster part and a high WIS score to get ninth level spells a couple levels early.

An Aeshkrau Illumian infected with Festering Anger can have arbitrarily many spell slots. Likely with Cancer Mage to be immune to the disease's negative effects. Apply early-casting tricks of your choice to get 9th level spells as early as possible (Elven Generalist won't work, since you have to be an Illumian).
