In old versions of D&D high level fighters get their own castles.
If Leadership is a Fighter feat, and only level 6+ fighters can take it, are fighters still Tier 5?

I think by the time you appear to be fixing the fighter by giving them a PC of another class, you should really just reconsider the fighter as a whole.

Yes.
Having a follower that can do anything doesn't mean that you can; it means your follower can. That says nothing about how versatile the Fighter class is, and everything about how broken the Leadership feat is.
You may as well ask, "If a Fighter has a Candle of Invocation, and cheeses it for infinite wishes, are Fighters still Tier 5?" Yes. Despite the fact that you can now do anything, that's a function of the Candle of Invocation, not of the Fighter class.

I have tried this fix before and it doesn't work very well.

When the XYZ features are "choose an ABC" and characters normally get to choose some ABCs in addition to their XYZ features, then judging the value/strength/versatility of the XYZ features falls into a continuum between 2 camps:
Camp 1: Judge XYZ features solely by what they provide that is unique to XYZ feature
Camp 2: Judge XYZ features by everything they provide even if it is not unique to XYZ features
Any attempt to have a reasonable discussion about an XYZ that is based around XYZ feature that are "choose an ABC" can only be done if Camp 2 is given a fair hearing.

Essentially, you'd get a fighter, sitting somewhere in a castle, trying to rule a country with cross-class diplomacy ranks, while his cohort the wizard goes out adventuring.
