Can you, (and if you can how does one go about it), craft item item with additional properties on it that hinder its use? For example, Can I make a Cloak of Resist +5 usable only by Dwarves (without a UMD of course)?

If your DM allows it, you can restrict an item to a race, yes. Technically, the only restrictions you can place are 'item requires a skill to use' or 'item requires specific class or alignment to use,' but a good DM can extrapolate from there.

That depends on what the exact purpose of your question is.
You can always factor in restrictions, as can be seen by the "race only" items in ARG/ISR and similar supplements.
If you thing about cost reduction as seem in prior editions, then no, doesn´t happen.
