Aquatic Elf Subraces

I'm planning on offering sea-elf as a sub-race choice (of elf obviously). I don't want it to completely outclass Water Gensai... But I want it to 'feel' like the other elven subraces. How is something like this:

~+1 Constitution
~Elven Weapon Training: Heavy Crossbow, Net, Trident
~Aquatic Adaptations: Swim speed 30, Water Breathing
~Dehydration: Needs access to at least 4 gallons of water/day (to drink and splash on skin) or gain an exhaustion level. Cannot regain exhaustion unless resting fully submerged

That actually doesn't seem too bad at all. But I would change the Dehydration to disadvantage to rolls of some sort in high eat or dry areas, or something like that. Exhaustion can be extremely deadly if one's not paying attention, that's why the Frenzy Barbarian isn't quite so well received as the Totem Barbarian.

Plus it puts it in line with, say, a Duergar's or Drow's penalty, annoying, but not deadly.
