Magic weapon enchant costs

So on the SRD it says that something has to have atleast a +1 enchant in order to get one of the other enchantment qualities like flaming or whatever.

Does that mean the minimum cost of anything that is not just a +1 enhancement weapon is the cost of a +2 enhancement weapon(8k gold).

There are fixed-cost enhancements (many of them in Magic Item Compendium), IIRC some of them cost less than 6000gp, so +1 weapon with such enhancement would cost than 8000gp.

There are also ways to reduce cost of magic items (for example allowing only some races to use it).
