So here is a challenge, how would you go about making a mechanically strong kobold?

Best I could come up with was sorcerer with the kobold bloodline, taking the draconic paragon feat chain for the breath weapon and flight, topping it off with some ranger traps. Very strong if he had a minute or two to set up trap runes, and could rely on a buddy to drive enemies into both the runes and his ranger traps. All the while dealing a little damage from above with a breath weapon.

Or just be a wizard or any tier 1 caster.

Choose Oracle or Sorcerer
Kobold Confidence (http://www.d20pfsrd.com/feats/racial-feats/kobold-confidence) Feat, your Fort Save now runs off of CHA.
Agent of the Grave (http://www.d20pfsrd.com/classes/prestige-classes/other-paizo/a-b/agent-of-the-grave) PrC as soon as possible (level 7 entry for Oracle, level 9 for Sorcerer). From here on you can use CHA to determine HP per level instead of CON (but your first X many levels are still tied to CON, so you can't dump it completely).
Note that you only need 1 level of Agent of the Grave.

If Oracle, consider one of the Mysteries that lets you use CHA for AC and REF saves and also take the Noble Scion (http://www.d20pfsrd.com/feats/general-feats/noble-scion) Feat for CHA to Initiative.

You may now mostly ignore CON and possibly DEX. Feel free to advance Age categories.
