Is there anything in 3.5/d20 system as the 2. ed spectral wizard?

I don't know what that is precisely - an incorporeal undead wizard, a quick search suggests. There are several templates for incorporeal liches, including the Suel Lich and Spectral Savant, and you can always turn someone into a ghost.

Closest I can think of is the Spectral Mage template (Magic of Faerun, p.189) - although it's technically 3.0.
