So I understand that there is an option for Rogue's (from Unearthed Arcana) that allows you to give up Sneak Attack Progression, and have a Fighter's Bonus Feat Progression. So instead of having Sneak Attack bonuses at level 1, 3, 5... , you would get Bonus Fighter Feats at level 1, 2, 4, 6....

I found a Racial Substitution option for Rilkan Rogues, where you gain the Improved Flanking feature at the 1st level of Rogue, and instead your Sneak Attack progression is delayed until 3rd level (so you get +1d6 starting at level 3, and increasing by +1d6 every 2 levels).

How would this interact with the Unearthed Arcana option for Rogues? The Rilkan Rogue would still have Sneak Attack progression to be sacrificed in place of Bonus Fighter Feats, and it can be argued that the Rogue would instead gain Fighter Feats starting at level 3 (so maybe getting them at 3, 4, 6, 8...). But the book has it written as "Bonus feats as Fighter" which means starting at 1st level.

They both alter/trade away the same feature, so by RAW they can't be combined.

A charitable DM might let you drop the first bonus feat from Martial Rogue for Improved Flanking or start a delayed bonus feat progression at 3 like you're suggesting.
