Spread propaganda check

What comes to mind is sort of the inverse of a gather information check, so would you use the same skill to spread propaganda without getting caught, modified by how much of a police state the particular area is?

Are there any rules that handle this?

Diplomacy, Intimidate, Bluff, even Perform. It depends on what you're doing. Handing out fliers is probably done by people with positive charisma modifiers and no skills. Speeching is probably Diplomacy and Perform (Oratory), but may involve Bluff and Intimidate checks for specific parts. Getting other people to hand out fliers uses the regular Diplomacy and Intimidate rules.

Pathfinder's Rumormonger ability for the Rogue does this. You could check the bluff DCs for that.

What kind of propoganda? i have a similar idea for my PC's. Im interested in any ideas/concept that could help me streamline my campaign. Thanks.
