rules question: range/area of holy storm, choosing origin?

The spell holy storm from Spell Compendium has a range of 20 ft, and an area of a 20 ft cylinder. I can't help but notice that the range is the same as the area, which tells me the designers probably intended the effect to center on your position as you cast it (especially given the wording "falls around you"). But, RAW, can the caster choose the point of origin within 20 ft?

RAW does allow you to cast the spell anywhere within 20 ft of you. However if you do, any part of the area that falls more than 20 ft away from you is wasted, as spells can only take effect within their range.
