If torture and mistreatement of prison, multiple executions, ethnic cleansing ecc. caused the effects listed on the "Permanent Evil" section of the Book of Vile Darkness, what would be the plausible consequences?

1- more and more people would become crazy, psycho, ill, deformed, half-fiend, corrupted ecc. and the world would become a living hell

2- intelligent races would quickly understand that heinous and brutal behiavour carries nasty consequences and would evolve toward more rational and civilized law systems and diplomacy

3- a mix of the two

4- something else?

Well, I start...

one implication would be that places like Luskan ( the city were prisoners are regularly tortured to death and that shocked Drizzt to the point he was on verge of leaving humanity forever and become an hermit ) would either become Hell's Gates very quickly, or be forced to adopt more enlightened policies.
