Dread Necromancer says it gets "DR x/Bludgeoning and Magic"

Does this mean it's bypassed by either of those, or does it mean it must be both?

It must be both.

Either would be DR/bludgeoning or magic. Compare e.g. horned devil vs. bearded devil.
