If a Level 8 Commoner had taken cross class ranks in p sicraft and had taken practiced manifester as his bonus feat, if he then multiclassed into ardent, could he use the higher level powers in bis mantels?

As I read it, no. "This feat does not affect your powers per day or powers known. It only increases your manifester level, which helps you overcome power resistance and increases the duration and other effects of your powers."

The feat itself does nothing for your powers known, but due to the unique mechanics of Ardent manifesting (namely that powers known are tied to manifester and not class level), yes, you can pick higher-level powers.
