Need confirmation.

Hellish Rebuke is available to Tieflings as a 2nd level spell once per long rest.

However under spell casting, it tells us that casting any spell expends a spell slot.

If we don't have spell slots, what happens?

DM wants to verify.

spells you gain from other sources don't require spell slots- they tell you how often you can cast them

Exactly. If there is any question, refer him to the MM and its discussion of Spellcasting versus Innate Spellcasting. Spellcasting uses slots which can be divided as the creature wishes among the spells (four 1st slots can be used for four Shields or one and three other spells). Innate Spellcasting has uses per X or are at-will. A Pixie, for example, gets 1/day Polymorph, Sleep, and other spells. It cannot, however, use Polymorph multiple times. An Ancient Dragon with both the Spellcasting variant and Wild Sorcerer levels gets to cast numerous high-level spells with the variant, but cannot convert those uses into sorcery points.

But it's still casting a spell even if it doesn't use a slot. You can't be raging.

Same thing for at will eldritch incantations.

Oh yes. Whether a spell is innate or learned, it is still incompatible with Rage.
