Alright, my little brother loves narwhals, so I'm brewing him a mini-narwhal for use as a PC. I'm thinking +1 Con, +1 Str, a natural weapon that deals 1d6 piercing damage, advantage on saves against nonmagical cold effects, and the ability to hold breath for an hour. Is that balanced, or do I need to buff it?

Buff it. A lot.

Also, anthro narwhal or just narwhal narwhal?

PC-worthy Narwhal. Probably halfway, mostly narwhal with enough anthro to work as a standard PC.

Natural swim speed would be appropriate.

I didkt realize I hadn't put one up there. 30 ft should be good for that, right?

How's this?

+2 Con, +1 Strength
Medium
Speed of 30 feet, Swim Speed of 30 feet
Can breathe underwater just as on land
Natural horn weapon that deals 1d8 piercing damage.
Advantage on saving throws against effects that deal Cold Damage.
Knows, understands, and is literate in Common and Whalespeech.

I feel like the horn should just be a plunger.

There's evidence the horn is a sensory organ of sorts.
Is blindsense a thing in 5e?

I actually looked this up on Wikipedia.

At times, a bull narwhal may rub its tusk with another bull, a display known as "tusking"[21][27] and thought to maintain social dominance hierarchies.[27] However, this behaviour may exhibit tusk use as a sensory and communication organ for sharing information about water chemistry sensed in tusk microchannels.[20][21]

So..... subsonic telepathy?

I'd limit it to telepathy with whalekind you're touching alone. The races seems balanced as it is now to me; a non-flavor ability would disrupt the balance.

That is the prince of all situational abilities!

"I touch the whale and ask it telepathically: what are you thinking right now?"
"It thinks back: please stop touching me, you weirdo."

That awkward moment when it works on a "human".
