Class Skills:
The sniper’s class skills (and the key ability for each skill) are Climb (Str), Concentration (Con), Craft (Int), Handle Animal (Cha), Heal (Wis), Hide (Dex), Jump (Str), Knowledge (dungeoneering) (Int), Knowledge (geography) (Int), Knowledge (nature) (Int), Listen (Wis), Move Silently (Dex), Profession (Wis), Ride (Dex), Search (Int), Spot (Wis), Survival (Wis), Swim (Str), and Use Rope (Dex).
Skill Points at 1st Level: (4 + Int modifier) × 4
Skill Points at Each Additional Level: 4 + Int modifier

Weapon and Armour Proficiency
The sniper is proficient in all simple weapons, all ranged martial weapons, and light armour.

Snipe (Ex)
Snipers are capable of dealing real damage at long ranges. So long as an enemy is at least 100 feet away, the sniper deals 1d6 extra points of damage per level to that target when using the sniping option (see the hide skill) or by making a single attack as a full-round action. Further, the sniper gets a bonus on all rolls to hide when using the sniping option equal to the sniper's class level.

Ignore Cover (Ex)
From second level, a sniper ignores cover, except total cover.

Bonus Feats
The sniper gets Far Shot, Precise Shot, Improved Precise Shot and Distant Shot at the levels given on Table: The Sniper.

Pinning Shot (Ex)
Whenever the sniper hits a creature with a ranged attack and deals extra damage using the sniper's Snipe class feature, that creature must take a reflex save (DC 10 + half the sniper's level + the sniper's dexterity modifier) or fall prone.

Ignore Total Cover (Ex)
From tenth level, a sniper ignores total cover. As long as there is some way that the sniper's shot could reach (such as by firing over a wall that provides total cover), the sniper can hit a target without needing line of effect.

Planar Sniper (Ex)
From fourteenth level, a sniper can hit enemies who are incorporeal or on a coexistent plane, or even a coterminous plane through one of the points of overlap, or even a separate plane through a gate or similar effect.

Phasing Arrow (Su)
From 18th level, the sniper can see, and shoot, directly through walls or other barriers, ignoring cover and concealment (even total cover and concealment).

Headshot (Ex)
From 20th level, a living creature struck by the sniper's Snipe class feature must take a fortitude save (DC 10 + half the sniper's level + the sniper's dexterity modifier) or die.

Awesome! I envisioned this class to be more of a PrC, but this is better.

I had fooled around with the idea of a ghille suit (and having the character construct one as a requirement to become a sniper) which would add the sniper's level+int bonus to his hide skill, but I'm thinking this way is better.

I'm going to make use of this: my brother will be in for the holidays, and I'm going to let him DM this year.

There are no rules given for distant shot. I had toyed with several options, which include simply multiplying each range increment by 1.5 or 2 to a complex scheme involving range penalty reductions based on the sniper's level.

What do you need to be able to make an attack on someone? Could you scry them and snipe them without getting out of bed, using ignore total cover?

If you happened to know the exact direction to the place they were standing in and had an arc that you could fire through, and they were in range/you had distant shot, sure. It's assumed that you need to know that your opponent is actually there and where "There" actually is in relation to you before you make the shot.
