Here's what I remember:

The setting was New York or LA or another urban metroplex, set in the near (post 20th century) future.

The gameplay was turn based strat, and there was a fairly in depth system for advancing units. Also, there was a feature where the player could redirect heat onto an opposing factuon.

The factions I recall are a gang of clowns and the 'cyber police'.

I believe I purchased the game from one of those 100+ shareware compilations, along with Exiles 3 (Spiderweb).

Syndicate (https://en.wikipedia.org/wiki/Syndicate_(video_game)) might fit the bill? Came out in '93.

Man, I played the original Syndicate a lot when I was a kid and I have no idea how you manage to piece together that was what the OP was describing. Impressive

Honestly, it was a hunch/guess based on the timeframe, "turn-based strategy", and the mild cyberpunk vibe I was getting. Seemed like it could fit.
