If you look at the way crafting magic items works in the DMG, I would rule yes. The creature crafting it just has to be able to use magic.

I personally would rule a simulacrum can craft a one-use item, but not a continuous item. To borrow from 3E (which, for all its faults, had much more fleshed-out crafting rules) you have to cast the spell each day of crafting to make a continuous or use-activated item. And the simulacrum simply can't.

if the original can, i don't see anything preventing it. now, if crafting items requires casting spells (nothing states clearly one way or the other), the simulacrum could certainly run into problems after a day or four unless it's something the simulacrum gets at-will, such as by being a simulacrum of a level 18+ wizard... but it should be able to craft until then for sure.
