Running a pathfinder game, looking for monsters of low CR, less than 3, that force PCs to make will saves. Barbarian has been stealing the show, looking for something to chill him out that other players can still deal with. Prefer monsters rather than just throwing a spellcaster against them.

Grigs backed by some larger ranged threat?

Hold person is a second-level spell; so is command. Color spray is a first-level spell; so is sanctuary. In other words, throw a third-level spellcaster (cleric, enchanter wizard) at the party.

It might be a little high CR (weighing in at 4) but the Zuvembie might do the trick. It's an undead caster with the ability to produce a captivating song similar to a harpy, and when that wears off it can throw out a Scare effect as well.

On that train of thought, harpies are CR 4 as well.
Dryads could work too, CR is 3, and they've got spells like Charm Person, Deep Slumber and Suggestion at fairly scary DCs. Not to mention Entangle though from my experience your players may try and kill you if you use that on them.

Sprites are CR 1/3 and have color spray; add a few to another encounter. There are some CR 1 gremlins. Generally fey will be good for low level magic abilities.

A Puppeteer (EPH) with a few class levels in a buff-granting class. Have it show up with a pre-buffed host, but play the host as the main encounter: don't let people notice the small leech attached to his neck.

Then when the party rests from this unusually difficult fight, the puppeteer silently charms the barbarian and asks to be picked up. Chaos ensues.
