I've been toying with an idea for a lost city inhabited by a tribe of Pseudodragons. I figure with their human level intelligence 'tribe' seems a more accurate word than flock or pack. Besides giving them a chieftain I've been thinking about giving the tribe a cleric/shaman dedicated to Bahamut. Even 'vanilla' Pseudodragons have Wisdom scores of 12, so one with 14 or 15 and the abilities of a low level cleric seemed reasonable.

One snag though: Pseudodragons can't 'speak' as such. Would the various chirps, growls, whines, etc. they can vocalise 'count' as sufficent for the Verbal component for spells?

(I'm also considering a rival 'corrupt' tribe given over to the worship of Tiamat because they believe she can make them true dragons.)

No reason Bahamut couldn't hear their telepathic prayers. Let their utterances count.

It's not words as much as the intonations and rhythms. Non-language vocalizations (P-Draggies can't speak, but they aren't mute) should work just fine.

I do the same thing for the Kenku Druids I plague my players with.
