I was looking at an "evil librarian" wizard build and was curious if the spell blood money (http://www.d20pfsrd.com/magic/all-spells/b/blood-money) was compatible with scribe's binding (http://www.d20pfsrd.com/magic/all-spells/s/scribe-s-binding).

The 1,000 gp per HD book required by scribe's binding is a focus, but it seems to be consumed in the casting of the spell like a material component. I wasn't sure if this would allow for it to be used with the spell blood money so the evil librarian could more quickly and efficiently bind "worthy" souls to become books for his grand collection. If not, do you think it would be reasonable to create a version of blood money that allows for the temporary creation of focus components?

By RAW, Blood Money cannot create foci, of which the book is one (the book is not destroyed after the spellcasting is complete). However, it would be "reasonable" to make a focus-creating Blood Money spell. (It would be more reasonable to ban the ridiculously broken spell and any variants thereof.)

No. Blood Money creates material components, not focuses. The book is not a material component in any way, it still exists after the spell is cast. There's nothing that says the book can't be used to hold multiple creatures, and the book is clearly still around.

The book isn't consumed at all - it's still there post-casting, just filled with writing. In fact, liberating the creature (e.g. with Freedom or Miracle) does not appear to harm the book at all; it is a focus in truth and would be available to potentially trap somebody of equal or less HD to the previous victim.

But even if none of that were the case, it is a Focus per RAW (not a material component) and thus blood money can't create it.

This is a question for your GM. Given that foci are reusable I'd expect such a spell to be more costly, limited, higher level or otherwise be disadvantaged relative to the normal version, but you'll have to work something out with them.
