Due to a development of my spy network, I think I need a communication table like that,

keyed to some items I could distribute to my agents, and preferrably capable of storing messages, as I tend to travel a lot.

What is the most cost-effective way to do it with a 3.5 wizard? (early teen levels, no forbidden schools)
