If you were to rank the traditional Underdark races of Forgotten Realms and Greyhawk according to how deep they dwell beneath ground, what would it be?

My suggestions:
SURFACE
- Svirfneblin / Dromite / Troglodyte / Minotaur
- Deep Dwarf
- Duergar / Drow / Skum / Grimlock
- Illithid / Aboleth

I believe orcs dwell somewhere on the upper layers too.

Agreed. Orcs are supposed to be a hill-dwelling race, but I am in no way arguing that they shouldn't be an Underdark race.

Orcs have darkvision and light sensitivity as racial traits. If they don't live at least mostly underground, they are quite literally out of their depth. They don't have to be far enough underground to actually be in the Underdark (which starts at somewhere around 1 mile underground, IIRC), but they kind of need to stay in darkness to function.

Or they work at night.

Orc
Environment: Temperate hills

Solution to light sensitivity: Nocturnal activity. Foggy climate. A cool sun hat. Take your pick.

Also, sundark goggles.

I seem to recall that Forgotten Realms: Underdark have some information on how deep which races are living

The cigar gives +2 to charisma.

Aren't there Deep Orcs running around somewhere? I could have sworn I remember some sort of Deep Orc that dwelled in the Underdark.

The light sensitivity thing and being nocturnal thing makes sense to me, however, if Deep Orcs don't exist. Ever wonder why photographs of nocturnal animals make them look sluggish and stoned? That's because sometimes the photographer wakes them up during the day to take the photo.
