Can a druid downsize to a smaller beast while in wild shape at no cost?

No a druid must return to his (base) form before assuming another shape. According to the RAW

However as a house rule in a high fantasy I wouldn't be against a DM allowing form switching during an hour of beast shape as long as the hit point pool was kept.

Incorrect. He can change from one form to another without reverting to Humanoid between, but the second form requires another use of wild shape.
