have a friend who's playing an ogre mage in a campaign (from MM 3.5) and the entry says:

flight (su): an ogre mage can cease or resume flight as a free action. when it's using gaseous form it can fly at it's normal speed and has perfect maneuverability. (they have 1/day gaseous form).

the question is, can they fly at will all the time, any time, as often as they want - or only when they are in gaseous form? and if they can fly all the time, any time, what is the speed and maneuverability when in other forms? (because they can polymorph 1/day too)

They can fly at 40 ft (good) in normal form at all times.

It's best not to ask. Ogre Mages are weird. They have an article on Wizards about them, somewhere...

Spell-Like Abilities
At will—darkness, invisibility; 1/day— charm person (DC 14), cone of cold (DC 18), gaseous form, sleep (DC 14). Caster level 9th. The save DCs are Charisma-based.

Flight (Su)
An ogre mage can cease or resume flight as a free action. While using gaseous form it can fly at its normal speed and has perfect maneuverability.

In other words normally 40' fly speed, good maneuverability. 40' fly speed, perfect maneuverability while in gaseous form
